Commissioners approve solar energy project

The Person Board of County Commissioners gave unanimous approval Monday for the issuance of a special use permit for Carolina Solar Energy, LLC.

The regularly-scheduled meeting of the commission was held in the FEMA Shelter at the Person County Human Services building on Madison Boulevard to accommodate Person High School students who were attending as part of Local Government Day.

Carolina Solar Energy requested the special use permit for a solar energy generator near the intersection of U.S. 501 South and Crown Craft Boulevard in the Person County Industrial Park.

According to Glen Newsome, executive director of the Person County Economic Development Commission, Carolina Solar Energy will be entering into a 25-year lease agreement and initially will lease four acres of a 50-plus acre parcel of land.

In addition to a $27,000 upfront payment from Carolina Solar Energy to Person County, Newsome said property tax estimates for the site have been “projected” at $4,500 per year.

Person County Planning Director Paula Murphy noted that Carolina Solar Energy has “plans to expand in the future,” but to do so the company would have to “come back” to the board of commissioners.

The site is scheduled to contain 54 large panels, measuring 65 feet by 15 feet and each one will consist of 72 individual panels.

Jerry Dudzig, vice president of Carolina Solar Energy, told commissioners that a 20-year purchase agreement had been obtained from Progress Energy to buy power produced by the facility. He also noted that the site would be surrounded by fencing “similar to the fencing” at the Cambridge Hills facility, located across U.S. 501.

“A three-board horse fence will surround the entire perimeter,” Dugzig said, adding that it would be “stained dark gray.”
